The National Children's Bureau policy states that "Safeguarding relates to the action taken to promote the welfare of children and vulnerable adults and to protect them from harm. All staff should have a basic awareness of safeguarding issues.... If the DSO agrees there are grounds for concern, they must take appropriate action to safeguard the child or vulnerable adult."
